So I was wondering, is there a way to pay my taxes in a monthly payment plan? Since I work kind of freelance, I need to pay in monthly, as I am not the greatest when it comes to paying one sum, especially if it's a lot. A monthly payment instead would be so much easier. Does the IRS do this? And if so, do they penalize you for doing monthly payments versus the one lump sum?

I don't think this is an option. Since you are a freelancer, you need to put your money aside each month and account for it. It helps to have a place to keep it. You can have it be auto-deducted from your bank account and put into your savings so you don't even have to touch the money.
